In a groundbreaking initiative, Canada’s Minister of Innovation François-Philippe Champagne has introduced the artificial intelligence (AI) Sovereign Compute Infrastructure Program to address the demand for AI compute needs and enable collaborations for technological advancement and innovation.
The Canadian government is inviting eligible proponents, which include nonprofit organizations, profit entities, academic institutions, and consortia, to submit non-binding Statements of Interest.

Key Proposal Evaluation Criteria
The government has outlined four key criteria for evaluating proposals for the AI Sovereign Compute Infrastructure Program.
- Canadian AI Ecosystem Expertise
Proposals must demonstrate a deep understanding of Canada’s public computing infrastructure, outlining plans to leverage existing infrastructure and provide support services for researchers.
- Technical Capacity
A plan must be presented to deliver a state-of-the-art sovereign high-performance supercomputing system, which includes a detailed system design, deployment strategy, roadmap, and measures to reduce environmental impact.
- Management and Leadership Capacity
Proposals should effectively lead and manage the development, implementation, and operation of a large-scale AI computing system, including technical design and delivery, program management governance, strategic planning, and stakeholder collaboration.
- Financial Contribution Expectations
Proponents should outline efficient use of funds and the ability to attract additional private and public funding to improve the project’s scale and sustainability
This initiative is a key component of a broader project to secure Canada’s AI advantage, supporting world-class researchers and innovative AI firms by providing investments in large-scale public compute infrastructure.
A USD 705 million investment will be made through the AI Sovereign Compute Infrastructure Program to establish innovative Canadian-owned and Canada–located AI-specific computing infrastructure. This strategic move will solidify Canada’s AI leadership and ensure access to cutting-edge computing infrastructure, attracting more investments and talent.
